General Meeting Minutes 

April 6, 2024

 The meeting was called to order at 2:05 p.m. by John Stiver, President of P.O.A.

Review of finances:  $16,000 has been paid for Phase 1 of the perimeter fencing; $200 was paid for tax preparation, and $27.20 was paid for stamps.  That leaves $17,448 in the account.  

Topics discussed: 

  • One topic from the last General Meeting was about the use of Zelle to submit dues.  The bank only allows the use of Zelle for personal accounts, so we will not be able to use it for dues. 

  • The west and south fences have been completed (Phase 1).  The fences on the north side of the property (Phase 3) will only need some repairs.  John and Elizabeth Stiver have generously offered to pay for this section and work has already been started on it.   

  • The entrance gate is coming along.  The gate, along with the electronic sensors and keypads, and the stone columns on the sides of the gate will be going in soon.   

  • The Board will be bringing in a dumpster for all the property owners and residents to use.  This is for the purpose of cleaning up our lots to improve the look of the community.  No household garbage, tires, batteries, oil, or paint should go in the dumpster.  

  • We will be removing Joe Dover as a signer on the P.O.A. bank account since he is no longer on the Board.  We will add Jerry and Sheri Weathers as signers on the account.  Currently, Lucia Harden is the only person able to sign checks.  With this addition, if Lucia is unavailable, Jerry or Sheri will be able to write and sign checks as needed. 

  • There has been erosion of a section of Lots 20 (Don Lynch) & 21 (Linda Truax).  We discussed creating ditches to direct water to the area of the common lot line.  Then we could possibly put in a buried culvert to carry the water down to the lake.  John Stiver will be getting an estimate for this improvement.  Lucia will speak to Linda Truax to get approval for the work. 

  • John Stiver is getting a quote for Board Insurance and Common Property Insurance.  This will be discussed again and voted on at our next meeting. 

  • There has been some erosion around the large (6’ diameter) culvert under the road between Darleen Hanagriff’s lot and Ronnie Watts’ lot.  After discussion, it was decided that it may be stable enough since Jerry Weathers put bags of concrete around the culvert.  We decided to keep watching the area for now. 

Topic voted on:  

  • Phase 2 will be the fencing on the east side of the property.  The total cost will be $22,500.  Jerry and Sheri Weathers own property that is adjacent to the Lake Winona property.  They will pay for about 650’ of fencing along their part of the property line.  The P.O.A. is agreeing to pay $16,000, divided into two parts:  $8,000 now and John Stiver will loan the P.O.A. $8,000.  Then the P.O.A. will repay the $8,000 as funds allow.  John and Elizabeth Stiver have offered to pay the remainder of the cost. 

There was a vote to allow payment for Phase 2 of the fence project.  The vote was unanimously approved. 

The meeting was adjourned at 3:29 p.m.
